A specialised Kosovo tribunal has sentenced former Kosovo President Hashim Thaci to 25 years in prison for war crimes, Al Jazeera reported. The sentence, handed down on 3 April 2025, equals a quarter-century of custody for a man who once held the country's highest office. That is the hardest fact. Everything else demands scrutiny.
Thaci, 56, led Kosovo through its 1998-1999 conflict with Serbian forces and later served as president from 2016 until his 2020 resignation, which came after his indictment was confirmed. He had denied the charges. The verdict now converts that denial into a conviction.
Which court decided, and on what authority?
The deciding body is the Kosovo Specialist Chambers, seated in The Hague. The court operates under Kosovo law but sits outside the country, a design intended to shield witnesses from pressure. Its sister prosecution office filed the original indictment in 2020, charging Thaci and co-defendants with crimes allegedly committed during and after the war.
The panel has not yet released the full written judgement. Until it does, the precise factual findings, the counts of conviction, and any acquittals remain unverified. A 25-year headline number tells the public almost nothing about what the judges actually found.
What does the sentence mean in practice?
Twenty-five years is among the heaviest sentences the Specialist Chambers can impose. For context, international tribunals of this type have typically reserved such terms for senior figures bearing command responsibility. Thaci's age means he would be past 80 upon completing the term, assuming full service and no early release.
Both sides retain procedural options. Defence counsel may appeal to the court's appellate chamber, which can uphold, reduce, or theoretically increase the sentence. Prosecutors may also challenge portions of the verdict. The 25-year figure, in plain words, is a first-instance number, not a final one.
Why the conviction will be contested in Kosovo and beyond
Thaci remains a polarising figure. Supporters view him as a founding father of Kosovo's independence, declared in 2008 and recognised by more than 100 states, though not by Serbia, Russia, or China. Critics point to persistent allegations against his wartime circle. Neither sentiment has evidentiary weight. Only the judgement does.
What the verdict does not settle is equally significant. The court's mandate is narrow, its cases finite, and its docket already winding down. Broader accountability for wartime conduct, across all parties to the conflict, sits outside its remit.
What practitioners should watch next
- The publication of the full written judgement, including the panel's findings on individual counts and any acquitted conduct.
- Notice of appeal from either party, and the procedural timetable before the appellate chamber.
- Any reparations or victim-participation orders attached to the conviction.
- Political reaction in Pristina, Belgrade, Brussels, and Washington, given ongoing EU-facilitated normalisation talks.
Each of these items could alter the practical effect of Thursday's sentence. None is yet on the record.
The one-sentence takeaway
A court in The Hague has sent a former head of state to prison for 25 years for war crimes, but the verdict is a first-instance holding whose reasoning, and finality, remain pending.
